As someone in the mental health field: then get a service dog. Not meant to be insensitive, rather a genuine statement of compassion for those with that level of anxiety.

Burning Brothers, Inbound, and Modist allow dogs in their taprooms.

10K in Anoka allows dogs. Also (not a tap room I know) but Stanleys NE has a tented patio in the Winter that is super dog friendly. They have mats, bowls for water and their own dog food menu.

The patio outside, yes. Inside, you better be wearing your sunglasses and have a white cane. Otherwise I believe the whole "serving food" thing puts them in the category of being a restaurant.

It's not OK to have your dog in the tap room, but it's OK to have a dog help brew??

Waconia Brewing posted on Facebook that dogs will no longer be allowed in the taproom (patio is still dog friendly) because of the Dept. of Agriculture.

Must be the Ag inspector in the area either cracking down or interpreting the rules differently from other inspectors. Like other things government, they should get together and come to an universal conclusion instead of f'n around.

The 2019 pass is out, and it looks like a couple more breweries have been added:
