I was at Max's on Broadway in Baltimore tonight & it happened to be launch night for Harpoon's Rye IPA.

The rep gave me a bottle which I thought was pretty good. Definately had a strong rye aroma.

He said the beer is dry hopped with rye. Has anybody ever dry hopped with a fermentable like rye?

That sounds like a great way to introduce beer spoiling microorganisms. I don't think that's true.

I think what they mean is the beer is dry hopped and it has rye in it.

This. If you throw untreated grains into your beer you will more than likely introduce an infection.
