Or slap on a label supplied by the individual brewery

Well then, spread the word. In a nice way, of course. We do love FBB!

Vendor licenses can be on-premises or off-premises, we usually refer to them as alcohol permits, bar permits, liquor permits, etc. "Vendor License" is just the legal term and it would be defined somewhere else in Florida Statutes. Brewpubs should be fine, they brew on site and already have their appropriate vendor licenses. The vendor licenses aren't new, they just changed some of what you can do with them.

With these changes, Brewery X could open up a location in Orlando, Miami and Tampa., but Brewery X has to brew beer in all of these establishments. On the upside, Brewery X in Orlando can send beer to Brewery X in Tampa without needing to sign with a distributor. Brewery X can open a maximum of 8 locations in Florida. This would be a problem for brewpub chains like Gordon Biersch.

I imagine the improvement of being able to operate multiple brewpubs without requiring a distributor middle-man to move beer between your brewpubs resulted in the restrictions of what kinds of establishments breweries/brewpubs can own and how many they can own.

Most growler stores and breweries already do this. It's usually in the form of a tag they wrap around the neck that has the brewery, beer and ABV written on it. It doesn't say it has to be a TTB approved label. It pertains to everyone selling growlers. Almost all states have some form of this law, and it is rooted in consumer protection. The label is supposed to confirm what you're buying since you can't actually see it / taste it in its sealed package.

Question for y'all, I'll be visiting Florida over Christmas, can/will breweries fill 16oz growlers? I know the 32oz are legal, are the 64oz now legal as well?

    Thanks!

No more 16oz fills in FL, 32 & 64 are both available now. Most breweries will fill anyone's glassware, with a couple of excretions. I know that funky Buddha will only fill their own glassware

Considering how empty growlers get treated, I don't blame them for wanting to give a more thorough cleaning to each growler before filling. In the end a growler is just a poorly packaged bottle so all precautions taken can help lower the odds of a problem.
