I don't know that I've ever heard of a proper ratio for this type of thing, but 1:1 should be plenty, as a pound of rice hulls is a LOT of rice hulls.

Would 1/2 lb. of rice hulls per pound of flaked oats be sufficient?

Should be just fine. You just want some extra fibrous material in there to make up for what the unhusked grains don't have. Just enough to filter your wort efficiently. If you're only using a couple pounds of flaked grain, you should be just fine without rice hulls. More than that and I'd think strongly about adding some just for peace of mind.

My experience with oats has convinced me that they are at best foam neutral in beer and probably somewhat foam negative. They are fairly high in lipids, which I would guess is why.

For those of you who mash in a cooler with a braid, what quantity of rice hulls do you add when adding Oats (flaked or rolled)?

For a pound or two of oats in a mid-gravity 5 gallon recipe, I don't add any rice hulls. With wheat or rye I do, but not with oats. YMMV.
