Is it better to age beer in my fridge or in my cellar which fluctuates in the summer and winter from like 70 to 60 degrees?

If you want to keep the beers the same use the fridge, it will slow the process. If you want to see how they change over time use the cellar at higher temps. Just keep in mind that not all beers will develop for the better.

Put beers in the cellar to age. Put beers in the fridge to "prevent" aging. As said above, the fridge will drastically slow down the aging process. Also note that those cellar temps you mention are relatively high and not ideal. I would not put anything down there for more than a year or two.

    Use the fridge.
