Is it possible to utilize hop flowers to grow hops?

Theoretically yes if they contain seeds, though most are seedless, and the majority of people grow from rhizomes, not seeds.

If you do get seeds from cones, then grow from those, you'll probably get an entirely different hop than the parent (I think. Not exactly sure how hop genetics work). You'll also end up with some male plants which will result in seedy cones and piss off anyone near you who is also growing hops.

Growing from rhizomes means you get the exact same varietal as the parent and no male plants - basically we're just cloning the more desirable plants.

A hop variety is propagated with rhizomes, so the plants are all clones.

With seeds there was a male plant. You can't say what the seeds will produce as far as quality, as the male plant is often an unknown variety.
