For bottle shops I would check out Liquor Locker and Wooden Keg. If you are willing to drive a couple miles you can check out the new brewery in Williamsport- Cushwa Brewing.
I'll second Wooden Keg. Cushwa is a good option (if they're open). They are re-opening today after a few week shutdown. Had to ramp up production to meet demand. For dinner, 28 South is a good option. Good food and normally 20-30 beers on tap. They maintain their tap list on Facebook.
I recommend Castle Liquors in Williamsport if you hit up Cushwa Brewing. I like the selection better than Wooden Keg and you can find some surprises here because a lot of people don't know about it. https://m.facebook.com/castleliquors/ For food and a decent tap list check out Hempin Hill BBQ. There taplist is updated on Untappd. They usually have something you wouldn't expect.

Hempen Hill is probably the better option; it avoids downtown. It does seem like they've raised prices to market level recently. It used to be that you could go to Hempen Hill and $5 was the max you would pay for a quality selection. But... they do have Maine Another One on tap right now. Ugh.
