Hazy IPA Weird Carbonation issue

    Question for the experts/brewers out there;

    Occasionally some beers I drink, I think mostly IPAs (and not just haze) - are weirdly flat. It's the same phenomenon that I see sporadically in different beers, they pour with a solid head initially but there is no carbonation/bubbles moving up through the beer. It's like all the carbonation is sitting on top and not coming up from the bottom of the glass. So it's not entirely flat, but the lack of carb coming up thru the beer definitely has a significant impact on taste. I guess this is only something I've noticed in cans, which I always pour into a glass. Mostly these beers are very fresh, such as the one I just opened.

    I guess so my question is, what is this off issue, if anyone knows what I am describing. What's going on in these cases? What part of the brewing/canning/storage process might this be related to? And what would this be called? Any further insights would be much appreciated.

    Are they occasionally from the same brewery? If so they may have some issues with their own canning line or they are a smaller producer using an outside company's canning system. Trouble usually abounds as the "mobile canning lines" have to calibrate after calibrate on a tight schedule and probably make mistakes with regards to the can conditioning where they would prime the beer being placed inside so that it will referment enough to provide some natural carbonation therein or some other issue. Usually an issue with smaller breweries with less established canning setups. Other issues may include: Leaks in can, improper storage (shifting from cold to warm temps often), infected beer, under fermented beer, etc. with the latter two being mostly homebrew mistakes (from personal experience), not to say that a larger brewery couldn't have user errors.
