Fwiw Lawson's used flaked oats and sugar in double sunshine. My partial mash clone was excellent after a bit of time. Not too far off

Sugar and oats together sounds like they would be fighting each other in concept. However, sugar doesn't completely cancel the oats.

A beer made with oats and sugar has the oat mouthfeel and a lower FG. The last stout I did had 20% oats with a pound of brown sugar. The mouthfeel was thick and slick.

In my one attempt at a NE IPA I used 82% Maris Otter, 3% Honey Malt, and 15% flaked oats (Quaker Quick Oats). OG = 1.053 and FG = 1.013 for 76% apparent attenuation. Fermented with London Ale III. Cheers!
