I don't see much of a point in splitting your bittering addition btw FWH and a 60 minute addition. I also don't think I'd bother doing a 30 minute hopstand if I was only adding 0.5oz of hops for it. Any reason you are expecting / aiming for such a high FG?

The only thing I might suggest is to move the 30min addition either adding to the 10 min or to about 5minutes. 30 is sort of a no-mans-land for hop additions.

Agree here and with @koopa. Personally I like a 20 min addition, but you could move that .5oz to the 10 and probably make a tastier beer.

Two comments, and keep in mind I like simple grain bills

1 - no need for carapils in this beer, use mash temps to get body
2 - I would use only pale and victory, or do a 100% vienna beer, but I wouldnt do all three together. Vienna is a great malt, but it is a base malt and while it will add some flavor to this beer I prefer malt bills that are simple. Simple malt bills allow flavors to shine, too many and things become less focused. You will get similar flavors from PA and victory as you would from vienna (though vienna would be slightly sweeter to my palate)

What is? Surely you aren't suggesting that using 5oz of hops in a 5 gallon IPA recipe is overkill, are you?

I don't like my IPAs FG as high, prefer 1.012 to 1.014. I'd mash lower and / or replace some of the base grain with some sugar to dry it out.
