Do you think this beer is 100% Columbus hops? From the commercial description it's hard to tell.

I would doubt it. It sounds like it is dry hopped with Columbus but I would guess they are also using something higher in AA% for bittering, just a guess though. One nice thing about Oskar Blues is that if you went and toured the brewery you could probably ask and they would tell you.

Higher than CTZ in AA? Warrior is all I can think of that is consistently higher. If you mean harsher there are more harsh bittering hops like Chinook but it is lower in AA.

No idea. Had it on cask but wasn't a big fan. I was told that there were hops still in the cask, not sure if that was true or not.

alright, so what we do know is that dale's is late hopped with columbus, cascade & centennial with iirc centennial being the big FO addition.
So my guess is that it would be 2/3rds or more of Columbus with cascade and centennial the other possible candidates to add in the dry-hop mix.

Super high AA hops are Bravo, Summit, CTZ & Warrior in my book...

Columbus is typically one of the hops highest in alpha acids.
