I know a few craft beer stores are implementing special lighting that is "safe" (usually LED) for the beer on their shelves and coolers. So are any non UV light bulbs safe for beer or is it limited to LED? Thanks!

Non UV is not safe. Other wavelengths will skunk beer besides UV. Not all wavelengths but some close to the UV, but not in the UV range.

Do you know what lights are out of that range and considered safe then?

the more energetic the wavelength, that is the lower the nm, the worse it is for beer, and that's towards the blue to uv range, but it's not like at a certain wavelength everything's fine.

Low pressure sodium vapor lamps produce light that is almost entirely around 580nm and should have almost no skunking capability. High pressure sodium lamps (the yellow street and subway lights) produce light mostly at wavelengths greater than 550nm, but still produce some light with shorter wavelengths and therefore are not quite as beer friendly.
