Hard to say (sorry, I realize that's not particularly helpful), but my guess is you should be OK if you arrive at 11:00 or early in the afternoon. Several years ago there was a mob at the door when they opened at 11:00 (they actually opened early that day to let the folks in line come in from the cold - back when PBW was in winter), but that was the year that Local 44 had a keg of younger for PBW They also had a huge selection of RR beers on tap that day, which at the time was considered very unusual (I think they also had consecration on tap for the first time). These days, RR stuff is much less of a big deal, and in fact a number of places are having RR events this year. So while I may be wrong, my guess is that things should be much more mellow this year (relatively speaking), and that you should be able to get a table without much problem if you arrive at Local 44 right when they open, or early in the afternoon. Good luck.

Last year, you needed to get there around 11-11:30 to get a table. Otherwise it filled quickly, Local 44 is kinda small. You could get a table later in the afternoon around 1:30-2, but by then a couple of the sours had kicked, Supplication and Consecration iirc.

You can get there via public transport from NJ by train. I'm not sure if you're coming from South Jersey or Central NJ, but both have stations that drop you off in Center City Philly. From there you can take either a 34 trolley (green line) or 21 or 42 bus to 44th street and walk to local 44 from there. Google maps has a nice public transportation feature that makes it easy to plan trips with bus and train times

Echoing what Soonami said, there is no direct train line that will take you close by. You have to take the PATCO into 30th Street and then transfer to the above mentioned trolley/bus for your closest bet.
