southern tier is the sweetest. I buy them exclusively to plop blobs of vanilla ice cream into. creme brulee is best with ice cream. choklat is ok, but not quite as sweet, and doesn't pair with ice cream quite as well.

4 Hands Chocolate Milk Stout for a subtler sweetness. If your looking for a true dessert stout Big Luscious from Founders.

For chocolate sweetness, Sam Smith's Organic Chocolate Stout is a personal favorite of mine. For some sweeter non-chocolate stouts, I'd suggest Boulevard's Smokestack Series Imperial Stout, Dragon's Milk, and Night Tripper(under rated imo).

Further votes for 4 Hands' Chocolate Milk Stout, Young's Double Chocolate and Samuel Smith's Organic Chocolate stout.
All three have that sweetness without being too cloying.

When I tried Choklat, I thought it tasted very similar to this, and not just because they're both imperial chocolate stouts. So that would probably be OP's best bet.

To me the Mokah was sweeter with a very distinct tootsie roll flavor to it. Those ST Blackwater beers are all very sweet though.

Dude, if you want some Creme Brûlée, I will make you the most awesome trade deal of your life. I have five bottles that I want to get rid of. I mean, I will perform the most lopsided trade ever, if you are interested.

Flying Monkey's Chocolate Manifesto Milk Stout!!!! This beer made Choklat look like a wee lil baby, and I am a big Southern Tier Blackwater series fan! Sweetest Chocolate Bomb I've had. Dessert in a bottle.

I found Big Luscious from Founders be be quite sweet, but still enjoyable. Big pronounced notes of raspberry

I know this may be frowned upon, but I fell that Elysian always did well with their stouts. Especially the pumpkin/coffee ones.

Imperial 72 from Breckenridge. This is like a sweet bourbon milk shake, so tasty. Priced at $10 a bomber not to bad for a BA stout

Not really - "Milk Stout" is more of a subset of "Sweet Stout" - since, by definition, milk stouts have lactose, aka "milk sugar", as an ingredient which some other sweet stouts might not contain.
