Growlers aren't available for sale in taprooms and breweries? Is this a St Paul only thing? Or is it a Mn thing? Also didn't the Surly Bill do away with this? Very confused after reading an article on The Heavy Table about Summit's new Taproom.

It could be a St.Paul thing, though I haven't heard of it. Specifically, the Surly Bill allowed the brewery to open a taproom while being a production brewery, which wasn't allowed before.

MN state law prohibits breweries that produce more than 3500 barrels per year to sell growlers or 750ml bottles at the brewery.

Summit and Surly are too big to sell off-sale on site...3500 barrels per year as stated above.
