So when I first toyed with the idea of starting a cellar I had a small wine fridge with a few bottles which has now led to 2 wine fridges completely filled plus another box.

I want to get more organized and add some shelving to part of my basement. I live in PA so I am going to wait and see how warm it gets in there during the summer (I don't think too terribly warm). I am going to keep a few of the Super long time storage bottles in the wine fridge .

Is it safe to move bottles that have been stored at 55 for the past year+ to to a room that will obviously fluctuate a bit? I'm a scared baby.

Here's my current stash ig anyone is interested.

No. Rapid, excessive temp changes, very high temps, or light are your only worries. Beer sitting at 55 that warms up slowly to 65-70 won't have any problems, just as beer out of a fridge allowed to warm up to room temp is fine too.

It should be fine. I would do just that, keep the long term/good stuff in the wine fridges and the rest in a nice cool dark spot in the bsmt. My cellar is a steady 50 degrees in the winter and up to about 74 degrees in the summer. I do the same thing, keep the good stuff in a wine fridge and the stuff I'm only aging a year or two in a closet in my bsmt.
