This one's real simple, folks:

132 oz. of local, non-widely distributed beers.
No whalez required bro. (But I'm sure nobody will whine if that's what you want send.)
85+ BA score is a good guideline but not a hard rule.

1 piece of brewery swag.
Glassware, T-shirt, mittens etc.

No trading history is required, but those with less than 3 trades/BIFs will be shipping a week ahead.

I'll be gauging interest throughout the week. I'd like to get at least 25 in on this, capping it at 50. (for my sanity's sake!)
Sending out targets March 15th.
Noobs ship 1st week of April
Everyone else ships 2nd week of April.

This will be a ton of fun.

So, in essence, yes - you'd be assigned a target whom you would send an assortment of beers.
However, I wouldn't call it a "random" assortment by any means. In fact most people take great care in assembling the perfect box for their target based on their target's wants and what they have access to. And then, someone else (not necessarily your target), will be sending YOU a box of carefully choses delicious beers.

The Hints & Hauls threads take place after targets have been assigned. These threads start with BAs giving subtle clues as to who their target is and/or what they might be including in the box. (The hints!)
Then, when boxes start to land, people will line up the beers they've received, take lots of pretty pictures, and graciously thank their sender for the glorious bounty. (The hauls!)

Does that clear it up a bit?

 

Yeah! It's a big part of the fun of these things!
On top of that, there's usually a fair bit of good-natured teasing and smack-talk in most "Hints & Hauls" threads as well.
e.g. "I'm going to send you so much awesome beer that your porch is going to collapse!" type stuff.
