IIRC, they aren't going to operate a tasting room, just get beer out into the system. I've long thought a nice little brewpub in downtown Blaine would do well. Lots of folks go across to White Rock BC for lunch, and there's really nothing in Blaine. Seems like you could catch some of that traffic.
There's an article on their Facebook page talking about partnering with a local oyster grower to use their storefront for beer sales.
There's gotta be hundreds/thousands of people per week crossing into Blaine just to pickup stuff at mail boxes. I'd guess a good chunk of those drink beer
Maybe this is your golden opportunity to start up Cards Brewing (you might have to tweak the spelling to avoid a lawsuit from MLB).

Probably be sued by the school, I'd go with Peace Arch Brewing. But the head Brewer josh grew up there and will have the full support of the city.
Not if you're donating a portion of sales to the sports team. Ain't nothing a school board likes more than free money. That's why so many school districts have contracts with either Coke or Pepsi for the vending machines.
