Used to work on that exact block. Unless anything has changed (or there were some off the radar gems I never found out about), there's nothing there - at least not without a substantial walk. Closest option is probably Beer Table in grand central. Place is a massive rip off though
haven't been, but does the Whole Foods Midtown East have beer? If so could be a good option... 57th and 2nd/3rd
There's City Hops, but you'll have to go the opposite way up to 60th and 2nd. Very good shop, nice bottle selection and very good draft list. Subway is an avenue away so it's a pretty quick trip back downtown to transit. Or BeerCulture if you want to walk West then downtown. They're on 45th btwn 8th and 9th. Their bottle selection leaves a bit to be desired, but you can find some things stuff at times. Draft list is usually a bit run of the mill but they had a few Perrin beers on draft tonight to celebrate their NYC arrival. But not sure how much walking you'll be up for if it's downpouring as much as they say it will.
Best way to think of this is to find a shop basically right off a subway stop on your way downtown. Guessing you may be taking the E train from 53rd to downtown; if so, Milk and Hops Chelsea is 1 block away from your 23rd street station; a F train would put you near Whole Foods Chelsea at 23rd and 7th and you could then walk to a 1 train or A/C/E or others...
There is the price one would pay at a store, a price one would pay at a bar, and then there is the price one would pay at Beer Table: $$$
