Beer Revolution would typically be your place, but there are a number of options. I'd check with these places to make sure they aren't having any special events for Beer Week, but they usually have solid IPA offerings:

Ben & Nick's (Rockridge)
Barclay's (Rockridge)
Cato's (Piedmont Avenue)

If by bottle shop, you mean a place to consume on premise, there's Trappist Provisions in Rockridge, though not usually a very IPA-heavy line-up. Just to purchase bottles, can't beat Berkeley Bowl a town over.

The Double IPA beer fest is taking place that day in nearby Hayward as part of Beer Week. Tons of events in the East Bay and SF...

Definitely a great new spot, but the OP isn't likely to find any local IPAs there. Trappist is nearby, but more of a Belgian spot. I'm going for the first time this Friday, so I can't comment first-hand, but Pacific Coast Brewing's guest tap list might have what you're looking for and is close to Beer Rev.

 

Drakes isn't too far and has IPAs.
