Has anyone used WL099? If so what were you making and how did it turn out?

Used it in a stout about 4 years ago - worked well. It was pretty early into my brewing days, I made a 13.2% ABV beer - no starter, no oxygenation and no problems. It finished out around 1.010 IIRC. Didn't have any problems with temp or excessive krausening. Very effective.

Works well for barleywines (just did one with it), as IIRC its the Thomas Hardy's ale, and they made some pretty good barleywines

Sure, why not? It will ferment 100% of the sugar (dextrose) in your corn sugar, just like any strain would. (But table sugar is cheaper.)
