Sorry I can't specifically help, but with todays higher than what we have been used to and tomorrows projected temp, I can imagine not only are we, but bars itching to open the patio. I would think there is an good chance that many will be open. This winter seems like it is never going to end.
Patios up and down West 7th St were open today. A bit late for the OP I guess, but it sure was nice to enjoy a pint of Guinness and look out upon the river valley in downtown St Paul this afternoon.
