Dear PDX BAs, I was looking for online for a copy of the city ordinance/law that states that places in the airport must sell their wares at the same price as off-airport locations, but couldn't find it. If one of y'all is familiar enough with the government gobbledygook, to point me in the right direction, I'd appreciate it. One of my city councilmen is a regular at brewpubs/beer spots around town, and I've mentioned it to him, and I'd like to give him the actual verbiage. Thanks much.
It isn't a city ordinance, it's set by the Port of Portland - which oversees PDX and other regional airports, ports & facilities. I've looked all over their website and can't find the language. I figured it would be in here: http://www.portofportland.com/pdfpop/PDX_Rules.pdf but am still searching re: rules for "fair pricing" for concessionaires/vendors. There are some contact numbers on pages 27 & 28 that may help...
PDX airport Wikipedia: PDX has a shopping mall behind itsticketing counters, with all shops and restaurants open every day. Because the state is one of the few in the nation with no sales tax, all stores offer tax-free shopping. The Port of Portland also requires all airport shops and restaurants to practice fair retail pricing—businesses are not allowed to charge more than at off-airport locations.[5]Stores include national stores and Oregon-based ones such as Made in Oregon, Nike, Columbia Sportswear,Powell's Books, Oregon Pendleton Shop, and The Real Mother Goose among others.[5] Food services also are a mix of national chains and local options.[5] Best I could find
From what I can tell, the official language would be included in each of the individual concession lease terms. "As part of their respective agreements, the terminal concessionaires are required to offer merchandise and services at the Airport that are comparable to the quality and prices of those offered at their other locations in the Portland metropolitan area (referred to as Street Pricing). The intent of the Port's Street Pricing policy is to maintain consistency in the quality and pricing for merchandise and services offered at the Airport as compared to those offered in the Portland metropolitan area." http://www.portofportland.com/PDFPOP/POP_Invstrs_Ofcl_Stmnt_Srs21AB.pdf
Just to wrap this up, I emailed the Port of PDX, and the actual policy isn't found on their website. But a very nice lady named Abby got back to me within an hour with all the contact info I need, so I'll be passing it along to my friends on the city council. Thanks for your help guys, Cheers!
