Philly's not the only place that has a beer week, beer events, beer festival, etc. I'd imagine it's just about prioritization - how much beer do you have to send out, and if you don't have enough to please every single market/event/convention/etc then you have to pick and choose. I don't really hold it against those breweries for making a call on where they do and don't send their product, especially since we're really spoiled out here already.

i dont hold it against them, just kind of wonder what the decision making process is, or what it would take for them to come to PBW. i agree philly gets a ton of stuff, so no use complaining, its more just for curiousity sake

that's outrageous for OH, pints at the brewery are like $6

Starting time is not the same as tap time. I don't know how to be more clear about that. I understand you're butthurt because they didn't save any for people who didn't bother showing up at 4, but I'm not sure why you assume they are waiting until the event starts to tap the beers, unless they specifically state that's what they're doing.

Special event beers go on early all the time. It's nothing new or unusual.

Absolutely true. There have been events that explicitly state what time the beers tap and those are usually the ones that form lines, etc. I was at plenty of PBW events this year that had a "start time" for the event, when really the beers were flowing for at least an hour or more beforehand. It truly is nothing new at all. This happens all the time.
