I believe Urquell uses them in at least some of their Tankova pubs/outlets. I have heard they work well for that serving purpose.
A couple of thoughts In breweries that do horizontal lagering, the tanks are cleaned/sanitized using a spray ball and a caustic solution. The spay ball I saw at one was on a long arm arm mounted on a manway hatch. The bag system eliminates the need for nasty caustic in the pub environment. In London I have seen the PU tanks displayed out in the seating area. Oxygen is the enemy of finished beer, but active yeast just after fermentation in the lagering tank will scavenge the oxygen left in the tank. So finished beer will benefit from using the plastic liner. One final thing is that finished beer has a pH in the 4.0-4.6 range. That is low enough that finished beer should not be in contact with copper. I have seen copper Tankova tanks at the White Horse on Parson's Green in London. At the time I thought those would be copper clad Stainless Steel, but there is a chance they might be just copper and the plastic liner would keep the beer from contact with the copper. http://www.tankpilsnerurquell.com/ Edit - I do see Stainless man ways and clamp fittings on those tanks in the link.
