I bought a kegerator used for dirt cheap. I found out that the person before me hooked it up wrong so that why they say it wasn't working.

My problem is with the CO2 regulater. after its all hooked up, I turn on the CO2 and and the pressure relief valve on the regulater keeps blowing off. no matter what I do it won't stop. any ideas?

Either the PRV is faulty, or the Regulator itself is bad. If the PRV is replaceable, you could try that first.

Does the PRV release even with the regulator adjusted to what should be completely closed? i.e. with the adjustments screw/knob turned all the way counter clockwise/out?

I think im missing the nylon washer between the co2 and regulator causeing the regulator to not get consistent co2 pressure. I ordered some and should have them on Friday.
