If you time it right as Thursdays are typically when Pliny hits. Will be around for about an hour before it sells out. Try Wholefoods and good craft shops on the OC bottle shop thread.
Enjoy the local scene instead of chasing Pliny. Noble, El Segundo, Beachwood, Bottle Logic, and Modern Times all brew great IPAs.
Agree there are equally good local IPAs but if you really want Pliny, Hollingshead Deli in Orange often has it on tap. You could also try Haven Gastropub or Haven Provisions in Orange.

Whole foods and total wine's usually get it on Thursdays. Slater 50/50's usually has it on tap as well. Hollingshead gets bottles on Tuesdays/Fridays. That being said, all of these that get bottles, it goes super quick and its usually a one bottle limit. You need to be there when they deliver to ensure you get it.
Best chances in the area is going to Tustin Brewing for it on tap and stopping by Bradley's across the street. My recommendation is stopping by Noble Ale Works as they are releasing their dIPA tongue tickles which is as good if not better than Pliny.
