What are some of the better methods of preserving beer labels while the bottle is sitting(or laying) in the cellar?

This question might be better answered if you could specify whether:

You just want the label around to be able to identify the bottle, or

You want to preserve the label so that once you drink the bottle you can remove it and save it.

I'd like to preserve the label for 10+ years so that I can identify what the beer is when I drink it

If it's just for you, I don't see why clear tape would not work (think packing tape - thin and 100% see through). You could just go around the bottle ounce with a slight overlap on the side where there is no label.

I feel like that would work well if in a real cellar, but not sure how well that'd work in a cooled cellar.

Grease pencil also works and is what I use. Where are you storing your beer that the labels are rotting off? If it is a wine fridge you should change that- wine fridges encourage humidity for the corks to stay moist; beer bottles are not the same. I have a 40yo bottle of Thomas Hardy’s that barely looks 5.

I know of a bar that has trouble in a damp basement with its vintages, so it puts bottles in plastic bags
