What does it imply if my psi drops when valve is open? Basically when the shut off is engaged im at 9psi when open and attached to keg it falls to about 6 psi.

You most likely have a bad gauge or a bad reg. When I had similar problems I swapped out the gauge . . . didn't help, so new reg was in order.

It is possible that your keg is not at the set pressure.
The regulator will allow gas to flow until the pressure in the keg matches the set pressure. If you open the valve and the keg is only at 6 psi, the gas will flow until your keg reaches 9 psi. When you close the valve the gas is immediately at the set pressure and the needle will show it.

If you open the valve and the needle stays lower than the set point after a few minutes, then you have a bad gauge. 1/4" thread. $6 at your hardware store. Or a bad regulator but check the gauge first.
    Cheers.

It's disturbing, not only how many people replace a $60 regulator without considering the problem may simply be a bad $5 gauge, but also how many people will advise them to do so. It's analogous to replacing the whole car because you got a flat tire. I'm guessing that, since they're traditionally packaged and sold as one part, many may see them as inseparable.
