I am writing a recipe for a competition where I intentionally do not want to design it based on final volume. I know for grains you can simply list them by percentage but how do you assign hop values? I know my dosage times, I am just not sure what other info to include.

Do you list them based on the IBUs, AAUs, utilization, or is it best to list all three?

Most comps don't want recipes, but maybe key ingredients/adjuncts or processes

Sorry. I should have specified that this competition is come up with a beer from start to finish; the name, the label, the recipe, etc. Thus my question.

It is a barley wine and here is what I have so far and I am wording if this is correct.

    Chinook 90 min 18.0 AAU 56.6 IBU .210 utilization
    Chinook 30 min 24.0 AAU 54.2 IBU .151 utilization
    Nugget 15 min 13.0 AAU 19.0 IBU .097 utilization
    Nugget 10 min 13.0 AAU 13.9 IBU .071 utilization
    Chinook 5 min 12.0 AAU 7.0 IBU .039 utilization
    Chinook 0 min 12.0 AAU 0.0 IBU .000 utilization
Cascade DH 16.5 AAU 0.0 IBU .000 utilization

IBUs and addition times are all that is needed...if I am understanding you correctly.

Perhaps you could copy and paste the competition rules here.
