It is my first time kegging and I'm having problems carbonating my beer. I turn my regulator on and the lowest PSI I can get it to read is 15. I'm assuming that my regulator is just broken?

Could be the regulator, could be the gauge. Or it could be technique.

    1. When you dialed down the pressure, did you release the pressure in the line? If not, then you may be simply reading the pressure of the gas that's already there (I'm assuming it has a check valve). If you dial it up to, say 30, then back, does it stay at 30?
    2. There's usually a stop nut on the adjustment screw that prevents you from turning the pressure up too high. It's unlikely, but maybe there's a similar stop on the down side.
    3. If that's not the problem, then it's either the regulator or the gauge. If it's new, then contact the seller. They may be able to tell you what you're doing wrong over the phone or tell you to return it for a replacement. If it's not new, then start by replacing the gauge ($5 or $10, give or take). If that doesn't fix it, then either replace the regulator or buy a kit to rebuild it.

When you say release pressure in the line you mean by releasing the safety valve on the regulator correct?

I went down to my local brewery today and asked them some questions and watched some videos. I have it sitting at 10 PSI now by turning the pressure to the desired PSI before hooking them up to the kegs. They also said I should have vented the co2 off the kegs before carbonating which I did. Now the regulator did go up 1 PSI when I hooked the disconnects to the kegs. Is this normal?
