I've stayed at the Stone Waters Inn and at the Bellaire Inn. Stone Waters is nicer, but Bellaire is okay if you are okay with a basic, clean room.
Stone Water without a doubt. It's right next to the river, very relaxing morning and beautiful scenery. With that said, rooms are booked pretty far in advance so it could be sold out as the place is small. If no rooms are available, Bellaire Inn is a solid backup for a clean basic room. Oh and bring lots of growlers as there is always great stuff on tap to take home.
It's a bed to sleep in on the cheap. Not necessarily dirty but outdated and it's very close to Short's. I'm not opposed to staying there if Bellaire Inn is booked.
