if i'd like to use a single hop in a small batch, simply to compare to another single hop small batch with the same grain / fermentables / yeast - is there a rock bottom alpha % i can use, or if the alpha is very low, do i simply need to use more of it ?

    Not really.

Pretty much. Bitterness is directly proportional to the AA%. With flavor/aroma, it's not as simple, but adjusting for AA% is a good place to start.
