I imagine that's why they chose that week, to try to draw in people in beer festival mode that would otherwise be driving off to Seattle. Well, unless that "S" is for Selah Beer Week? Sequim Beer Week? Skamokawa (don't even know if anyone lives there, but I like the name)?
Plus, it might increase the odds of getting someone/some beer from one of the larger breweries to pop over for an event. It's hard to picture a brewer/owner flying into Spokane, or Bellingham, from the mid-west or SoCal just for one event. But, a quick hop over from Seattle could be written off as a promotional expense.
The collaboration festival at NoLi sounds very cool. That might just be the thing to get me back into that place.
