Stickies, how do these happen, how can we help?

Looking at the region subforums and even the trading one it quickly becomes clear that certain questions are asked time and time again.
How many times do Texans have to talk about Jester King, Floridians Cigar city and Vermont the IPA highway.
Is there a way to nominate a sticky thread and get basic forum specific information out there?
Would it help if a person who starts such a thread puts a poll of useful/not useful so the popular opinion could help figure if a thread needs to be stickied?
