The Middleman in Distro - Florida Version

Logistics are frequently stupid. The example of the brewery in the Florida Keys that has the distributor paying for the beer at a 30% discount, picking up the beer and transporting it to the warehouse in Miami, then loading it and delivering it to customers farther out in the keys from the brewery. Couldn't the brewery sell at the 30% discount but keep the beer in storage and charge 30% to the distributor, and then the distributor could pick it up when enroute to those customers that are farther out in the Keys? There's probably a regulation against doing that.
