For Washington this will be tricky with all the OR and CA options available on top of our own stuff but here goes.....

1 - Loowit Shadow Ninja IPA
    2 - Bale Breaker Field 41
3 - Sound Brewing Triple Entendre
    4 - Reuben's Robust Porter
    5 - Perry Street Dopplebock
    6 - Crucible Belgian Dubbel
    7 - Fremont Dark Star
    8 - Chuckanut Pilsner

Think this covers some good styles and gets offers from all around the state and not just Seattle area.

    Bell's Two Hearted
    Fat Head's Head Hunter IPA
    Founders Imperial Stout
    Rochefort 10
    Jackie O's Oil of Aphrodite
    Ommegang Rosetta

I definite agree, with eight taps I'd keep few things on at all times. Keep spotted cow and pseudosue on at all times, and rotate the rest. There are too many styles, and many are seasonal, that it'd be tough to find a good eight year round.

Assuming no rotation, or these are 8 and others rotate. Here is my list based on beers I have seen on tap in MA that aren't seasonal.

    Hill Farmstead Abner
    Maine Brewing MO
    Hill Farmstead Everett
    Treehouse Julius
    Spencer Trappist Ale
Jack's Abby House Lager (for AAL converts)
    Long Trail Unearthed
    Jack's Abby Hoponious Union

I've seen Rochefort 10 mentioned several times but I'm 95% sure they don't keg any of their beer.

I'll edit this post as I think of things but here is the list so far. Criteria being easy to find year round in my area with the exception of FBS

    Great Lakes - Edmund Fitzgerald
    Founder's - Breakfast Stout
    Blackberry Farms - Classic Saison
    Highland - Pilsner
    Wicked Weed - Pernicious
Anderson Valley - Briney Melon Gose
    Ommegang - Dubbel
    Sierra Nevada - Pale Ale

I was incredulous about why any bar in my area would offer those beers in BOTH bottle and draft form. It seems--at least in my town--that most run-of-the-mill bar patrons will go with bottles; and in my ten or so years of bartending, I've rarely encountered an individual who is upset that Bud, Bud Light, Miller Lite, or Coors are only offered in bottles.

I completely agree that rotating taps are favorable to a very rigid lineup. I suppose my list might better be understood as "What 8 Year-Round Beers Could Individually Be a Staple in any Given 8 Tap Arrangement for Your Region?"

I also apparently wasn't very clear on the issue of craft vs. macro: I would be a very short-lived tavern owner if I didn't carry any of the major macro offerings. I, of course, would carry all of the most popular BMC offerings in bottles or cans.

I notice that many are citing a need to rotate taps. The OP didn't really mention that, but I would consider it obvious that no list would remain static. With so many choices constantly changing, keeping choices interesting is no problem at all. I made my 8 choices for variety of style, quality, availability (mostly), and national and regional variation. At my own place I would always choose local brews if they stand out and compete with the best beers available. Or if they sell!!

My fictional bar for this scenario, will feature 1 beer each from 8 of the 9 breweries in my town (sorry Stones Throw) with an alternate for each brewery to switch things up:

    Chuckanut Kolsch (Schwarzbier)
Structures Table Beer (Blanc Generation Pale)
Wander Global Mutt Baltic Porter (Raspberry Millie Sour)
Kulshan Bastard Kat IPA (Lumber and Lace Lager)
Aslan Batch 15 IPA (Megathrust ImpIPA)
Boundary Bay Oatmeal Stout (Cedar Dust IPA)
Gruff Pale Ale (this beer is not named yet) (rotate with something from Stones Throw)
    Menace Chili Bravo (Sorachi Wheat)

    1) pseudo sue pale ale
    2)tree house Julius
    3) sip of sunshine
    4) trillium rotating tap
    5) jacks Abby house lager (for people ignorant to the craft beer world)
    6) Praire bomb
    7) Castle island hearthside porter (showing some local support with this one)
    8) hill farm rotating tap
