Brewing Friday for a vacation I'm taking with some buddies. We all like to start drinking early and be able to go all day on the lake so has to be pretty sessionable. Want it to have some malt backbone and body .....not hop water.
    2-Row 58.2%
    Vienna 17.9%
    Flaked oats 17.1%
    Crystal 20 6.8%
    5% abv
    Hops will be
    Columbus,citra,centennial
    Mash at 156?
    Yeast recommendation?
    Any other recommendations?

That seems reasonable to me. I have used a combination of Munich (6L) and 2-row in APA/IPAs before, never used Vienna, but it would be better than straight 2-row.
Given the oats, you might want to drop your mash temp a bit, but I have never used them in a beer like this.
For yeast, I would probably be lazy and use US05, but if you want to deal with a starter, I really like WY1450 (denny's favorite) for beers like this.

I've never used it in an IPA, but I've used wy1469 twice in 4% ABV ales mashed at 158 and had no issues. Malty yet dry just like the description. I like aromatic, golden naked oats, and/or victory malt for some richness.

I've never used rye, but I've read that adding a bit of that to a malt bill can add some deceptively good body and mouth-feel to a low-ABV beer.
