Toasted Malt and Oak in primary questions.

One of my IPA recipes I want to brew calls for "toasted malt" If I dont want to bother with doing it myself in the oven- is there a good alternative ready to go? I've heard Victory malt??

Also- another recipe I want to try says to add the oak directly into the primary at the same time as adding the yeast. thoughts on this? Guess I am worried about sanitation with oak cubes as well....
