I have recently started to spend more time actually reviewing, and not just rating, so this list is likely to change down the line as I am paying much closer attention to the overall experience of each beer. Right now, from what I have tried I would go with:

    1. Heady Topper
    2. White Rajah
    3. Jai Alai

As IPAs are one of my favorite styles, honorable mentions include: DirtWolf, Maharajah, Head Hunter, and Sculpin. I currently have a big IPA in my ferementer (hopped with generous amounts of Citra, Mosaic, and Nugget) that will hopefully blow these all away (a homebrewer can have dreams, right?).

for me, these are significantly better than Lunch, Sculpin or Blind Pig (which are all very good)

heady topper, sucks, hop ranch -- head hunter-- possibly fresh squeezed for a triple tie. but I'd rather drink sucks all the time for ease of getting, since I get tired of driving up for heady and overpaying others.
