This is tough, as I love so many brews from all over.

    1. Italy
    2. Japan
    3. USA
    4. Germany

I could put just about anything in the last 2 spots (Canada, UK, Czech). Nothing else, for me, comes close to my top three.

The only five that make good beer that I have access to?

Seems like 4 out of 5 are pretty much agreed upon:
    USA
    UK
    Germany
    Belgium
You really couldn't put these in any meaningful order since all four produce pretty distinct beer styles, but the consensus is there. Number 5 has a little more room for debate...
Czech Republic? Who doesn't love a good Czech Pils? Well, it's is a lager so I guess most BA's hate them, but the world of beer would be a whole lot different without the pils.
Netherlands? One trappist brewery and growing craft scene plus everyones favorite... Heineken!
Italy? Denmark? Norway? Canada? So many others I could list as well. All seem to have a burgeoning craft scene but only time will tell who stands above the rest.

I think there are going to be a lot of similar answers in this thread.

    USA
    Belgium
    Germany
    England
Last one can go to multiple countries.

    Belgium – 1057 – I live there
USA – 284 – I like to seek out American stuff & people like bringing it to tastings because of high reputation
    Netherlands – 165 – next to Belgium
Denmark – 154 – mainly because of Mikkeller & some other gypsies etc.
England – 108 – not too far away & did a beer trip there once

Italy is interestingly enough nr. 6 – almost exclusively due to CML having a lot of Italian craft on tap & their Italian beer festival

If most of a country's good beer is made outside of said country, can it be considered a good beer maker?

Like you (but seemingly unlike most people here), I took this to be a question about consumption rather than the esteem in which we hold countries. So my top 5:

    USA - 1387
    Belgium - 156
    UK - 49
    Denmark - 37
Canada and Germany - 21 each

These five (well, technically six) countries account for just over 96% of the beer I have had to date.

It is more about availability - the gypsies have much better distribution. there are good Danish breweries. I do prefer the gypsies.

That ends my list. I know Germay is a renowned beer country but I find myself rarely drinking (and even more rarely enjoying) German beers.

Not having visited all the major beer countries I'm not qualified to judge relative merits.I've a feeling that some replies to the thread have been made by posters who have never left the US. I notice that the Czech Republic gets scant regard perhaps for this reason.
Top for what though? General availability of craft beer wherever you go?Are we comparing like for like? Take two countries on most lists, the UK and the USA. UK has a craft brewery for each 85 square miles and 55000 people. The US has one per 1600 square miles and 115000 people.US craft beer is generally bottled, canned or kegged whereas UK craft beer is mostly (83%) on cask. Against the greater availability has to be set the greater style variety in the US.It's a bit like comparing cats with dogs, it all depends upon what you want.Moving the scene to Germany and Belgium, totally different scenarios again.Different strengths and weaknesses. So "best" depends on personal preference.
Then there are countries less well known for their craft brewing , in which there are a few outstanding breweries. But not enough I would say to put them in the top league.
My guess would be , in alphabetical order,
    Belgium
    Czech Republic
    Germany
    UK
    USA
Unfortunately I know too little about Canadian brewing to assess it. My cousin in Vancouver speaks well of the local scene though he's the first to admit it pales with what we have here and he loves coming home.
