So my sister sent me a package with assorted Russian River brews through USPS from San Francisco to Pennsylvania. It's been well over a month, but the tracking still says "in transit". She did not put a return address on it for fear of prosecution for sending alcohol thru USPS/to Pennsylvania. Am I totally screwed? Is there ANY way to retrieve a package in this situation?

Have you called the post office yet and put in a claim or talked to them and see what they said? Also that is 100% the reason not to use usps. Pay the extra $10 and use fedex or ups.
I'm guessing that shipment containing sloshing liquid without a return address is probably an easy target for inspection. USPS tracking is notoriously inaccurate. If you can come up with a story of who's sending the package to you without outing your sister, call USPS customer service with the tracking number and see what's going on. In my experience shipping other things via USPS, a month-long is pretty much lost. Unless it's a box with a few beers and she used flat-rate box, larger shipment via USPS is MUCH more expensive than FedEx or UPS. Depending on the destination, sometimes, even flat-rate UPSP is more expensive than FedEx or UPS.

No return address is a huge red flag, think about it. It's like you invited them to open it to see what you were hiding.
