I think my plan is to use the hydrometer on the the 6th, which is the intended day to open it up to add more hops when following the recipe. The recipe doesn't provide a FG, or not one that I saw, but when looking around online I saw that a couple people have FG's ranging from 1.014 to 1.054.

Is that 1.054 number what you meant to write? That's almost higher than the recipe's OG.

Cant think of a traditional beer that would finish at 1.054 on purpose

Maybe not traditional, but Three Floyds Dark Lord has been reported to finish north of 1.060, at least some vintages.

My own base imperial sweet stout finishes at about 1.050 (on purpose!), just a little lower than than 1.054.

Yeaa, I mean thats what some other people's brews came out to be, but I forgot to mention that they added some extra ingredients into their recipe so there was some differences. But I am thinking around the 1.014 sounds right if all goes well.

If you're saying some people are making the same 1.064 OG IPA, but they are finishing at 1.054 due to "extra ingredients," that really doesn't make sense. Please provide a link to wherever you're reading this.

Did you use liquid yeast? It looks like yeast that got stuck on the neck of the carboy. If the carboy has the standard neck width yeast can get stuck and if you don’t swirl the wort up to absorb the yeast it will just sit there and dry up.

Looks like a good ferment to me.
