From the 650 ml. bottle. Sampled on August 23, 2014.
Brown to black pour with a good silky tan head.
The aroma is dark roasted malts , toast, and caramel sweetness.
The body is medium.
The taste tends to have a dark malt character with an oily bitterness that lingers at the end.
I had not heard of this contest and I stumbled across this bottle during a visit t a Maine beer store.

Pours a light brown, five-finger head that fades slowly leaving a good lace. Black color, no highlights. Medium carbonation and medium bodied. Malty chocolate nose, flavor is baked/burnt chocolate with hints of sweetness. $6.70 for a 22oz bottle from Tully’s Beer & Wine Wells, Me.

Penobscot Bay's annual home brew competition beer for 2013
Chocolate Milk Stout by Dave Rocker
Pours a wicked dark brown, essentially black color, no light penetration, basically no head and looks like there's hardly any carbonation, no lacing on the glass.
Smell is roasted malt with a hint of chocolate, definitely a bit sweet on the nose from the added lactose.
Taste is handicapped by the fact that this bottle is dead flat, not a hint of carbonation, flavor starts out with decent roasted malt, chocolate is quite subtle in the aftertaste and is mostly covered up by a level of sugary sweetness that could be dialed back.
Really wish the bottle had carbonation but I'm not sure I want to risk trying another bottle thinking it may be from the same batch as PBB doesn't brew a ton.
