I am not expert in this style (my 6th), but I speculate there is something in the water in Bellingham. This mid-sized town a mile south of Vancouver has several micros that specialize in the British pub tradition. And from my small sampling, this micros have figured it out well. In Burton, it was river water. In Bellingham, it runs off the Cascades; but must get similar nutrients.
At any rate, Lucky 13 Looks and Smells average. Tastes give me more the roasted dark malts that I expect from the style. While it finishes dry, there also is a slight off-taste. Glad that this was the last of the flight and I had finished my meal.
My first, so I looked for Illuminati's website and only found Facebook (who I avoid.) So the micro seems quite young and, I hope, is making the most of the water !

First time on tap for this new Bellingham brewery, served on nitro today. Medium dark coffee colored ale with sturdy tan head. Aroma of dark malt and hops. Smooth, medium density mouthfeel. Nice reserved bready malt profile comes across in flavor, with great balance of dark roasted malt. Well balanced bitterness for this 4% session ale, and very nice British hop flavor which lingers. Does well on nitro. Perfect beer to drink over a few hours with friends and some good local live music.
